- Kashmir is on the international agenda;
- Free, fair, open and inclusive elections in Jammu and Kashmir could serve as a first step towards peace and reconciliation;
- Washington expects New Delhi to take concrete steps to foster Kashmiri confidence in the election process;
- Allowing independent observers and freeing political prisoners would be helpful;
- Elections alone cannot be the solution and a broader process is required to address Kashmiri grievances; and
- Only a productive and sustained bilateral dialogue on all issues, including Kashmir, could usher in peace in the subcontinent.
