There are a few senior police officers in the country who are unlikely fellows. Middle-class backgrounds, well-educated, at ease in society, patriotic and honest, they spend four decades in the midst of terrible corruption, unaccountability and sycophancy, and retire with just the house they live in. The tragedy is that their numbers are not enough to change the system. Marwah’s own record is enviable—police commissioner, Delhi; DG of the NSG; special secretary, internal security; four-time governor. This is what he says of bureaucrats: "Some should never have been appointed to these posts" (cabinet, home, defence, foreign and finance secretaries). Even worse: "All India Service officers from outside the (Northeast) region are reluctant to go there. Called ‘suitcase’ officers, they attend every training course in Delhi".

Clearly, Marwah knows the police best, and his criticisms of their control and management are equally scathing. Those in intelligence shortchange their ‘customers’ by delivering their intelligence only to the PMO...
