AS the Lokayukts—the state watchdogs set up to check corruption in the polity—have not been very effec tive, there is a growing apprehension that the Lokpal bill would only end up in creating another toothless organisation.

Take the case of Madhya Pradesh. The 14th Lokayukt report tabled in the state assembly on March 4 indicts three members of the Digvijay Singh cabinet, including Deputy Chief Minister Subhas Yadav and Minister forCooperatives B.R. Yadav, for abuse of power and protecting corrupt officials. But the chief minister is yet to take action. In fact, ever since the Lokayukt was set up in the state, only once has the government taken any action against corrupt politicians: in 1994, a tribal minister, Dayal Singh Tumrachi, was sacked after being indicted. The rest have gone scot free.
