THE ethnic riot, including the communal one, has been the subject of considerable scholarly attention in recent years. This is not surprising since of all forms of collective violence plaguing mankind, the ethnic riot is one of the bloodiest and certainly the most brutal in its sadistic excesses. Riots also leave a trail of misery and dislocation in their wake, with at least 100 refugees for every officially reported death, and are frequently followed by secessionist warfare, terrorist violence and a general undermining of democratic institutions. The increase in terrorist violence and secessionist activity in Punjab following the anti-Sikh rioting of Delhi in 1984 is still a horribly fresh memory. Now comes a book, The Deadly Ethnic Riot by Donald Horowitz, a professor of law and political science at Duke University and a leading authority on ethnic conflict, that should be required reading for our policymakers and those engaged in mitigating the conflict between religious, linguistic and caste groups in our riot-prone country.
