Mangilal's wizened face lights up with joy as he watches the wind create tiny ripples on the waters of the tree-lined lake outside Naveli village, 200 km from Mandsaur town in Madhya Pradesh's Malwa region. A month ago, the lake was parched land which bullock carts could cross with ease. Three inches of rainfall later, it brims with water. "This water is not for irrigation. It will be used only for nistaar (drinking, bathing, etc). Our cattle is now safe," says Mangilal.

Mangilal is one of the many Naveli farmers who were forced to sell off their cattle for a pittance during the three years of drought that ravaged their land and reduced their livestock to a liability. "The animals had neither fodder to eat nor water to drink. In some cases, cows and buffaloes were sold off for as little as Rs 10," says Mohanlal Chaturvedi.
