Intelligence agencies say there are 3,000-3,200 militants operating in the state. The Hizbul Mujahideen is the biggest group, with 2,100 men (about 60-65% of the total militants)

Maulana Masood Azhar floated Jaish-e-Mohammed (JEM) in April this year after his release in Dec 1999. Some elements of Lashkar-e-Toiba, Al-Umar, Al-Badr and Harkat-ul-Mujahideen have joined the JEM.
