Whatever it does, wherever it goes, Pakistan cannot but compare itself to India. Take this scene, typical of a weekly newspaper's office in Lahore. The staffers are slotting stories for the coming issue. A special report is planned on the changes in Pakistan's administrative system. Almost all stories have been assigned but there is space for what in journalistic parlance is known as a 'box', a concise accompanying piece. What should the box be on? A voice from one corner of the room resolves the dilemma. "Let's do a comparison of the administrative systems in Pakistan and India. It will be very interesting to know how 'they' have managed it."

Interesting and India, the twin separated from Pakistan at its birth! The refrain repeats itself, week after week, issue after issue, as journalists of the weekly try to put together their magazine. The topic may change from bureaucracy to foreign affairs to agriculture to culture, but there's always the perennial desire to compare Pakistan to India.
