Two years ago, on November 15, when Jharkhand came into being, the people of the new tribal state had reasons to be ecstatic and jubilant: they had a tribal chief minister in Babulal Marandi. Marandi too was quick to promise the moon, especially to the 29 per cent tribal population of Chhotanagpur. But, today, as the state prepares for its second anniversary, people say the chief minister has not lived up to their expectations.

Many bureaucrats feel that Marandi has done nothing but created another Bihar. Some call him "Laloo’s tribal version" Neither the CM nor his cabinet colleagues have declared their assets and despite repeated promises, the government is yet to hold panchayat polls. An ambitious plan to make Jharkhand a model state and to develop its capital, Ranchi, is yet to take off. Also, Marandi’s new industrial policy, which promised an effective single-window system of project clearance at the district and state level, is yet to see the light of day.
