The effect created by Justice M.C. Jain's interim report has a ring of poetic justice. By blaming the entire Tamil population, he has managed to unite the Tamils as never before. And as for the ruling DMK, Jain's observations have come in handy to overcome a recent negative swing in popularity in the state of Tamil Nadu. There is now a near-unanimity that the Congress leadership will never honour the electoral verdict of the Tamil people and that Justice Jain is not above petty political considerations. However, there are dissenting voices like that of Thuglak editor Cho S. Ramaswamy who feels that the Congress and the Jain Commission have done the right thing. It is a voice of exception that only underscores the overall mood. A.S. Panneerselvan interviewed a cross-section of people in Madras to ascertain the prevailing view on the findings of the interim report and its political fallout. The essence of the feedback: "The Rajiv assassination was a tragedy. But one cannot use the tragedy to legitimise the role of various Central governments."
