Most analysts of Pakistani affairs are generally aware that the Pakistan army (and the other two services) run commercial enterprises as 'welfare' measures. Welfare means many things, but in stable Western societies, it is generally limited to tax-free liquor and groceries, and shows by Hollywood actresses. We have some of that too, as well as some excellent professional colleges and schools that enable parents to educate their children in the midst of transfers to lonely frontier outposts. Ayesha Siddiqa elaborates on something else that is going on in Pakistan: an army industrial and real estate monopoly that has grown to frightening proportions. In the army's case, there are three independent PSUs: the National Logistics Cell (NLC), the Frontier Works Organisation and the Special Communications Organisation. The first has grown into Pakistan's biggest trucking fleet, killing all competitors along the way; the second, akin to our Border Roads, has begun to kill private road contractors; and the last runs the telecom network in 'Azad'...
