AS the caravan of reform trundles along its uncharted voyage, few are confident of its direction, pace or even its passengers. Suddenly, India is a land of reformers galore. Everybody has an opinion on reform, quite often with slogan-replacing substance. If one were to cast the mind's eye over the landscape covered by this caravan from July '91 till the present, there would still be large blank spaces on the map which the folklore of reform is yet to colour. Indeed, 50 years is not a very long time in the history of a nation, but it's certainly long enough for any nation to have sorted out its first principles—questions of identity, of basic human dignity and of minimal wants of a poor population.

As the caravan, with a new locomotive in place to drag it forward, looks all set to resume its journey, Vijay Joshi and I.M.D. Little offer some useful insights in their new book, which is more than just a middle-of-the-decade review of the economy.
