The audacious Jaish-e-Mohammed fidayeen attack on the Srinagar secretariat caught the security establishment completely unprepared. It had earlier lulled itself to believe that an appreciable number of foreign militants had left the Valley in the wake of the impending US attack on Afghanistan. Based on inaccurate intelligence inputs and wireless intercepts, a false sense of complacency had set in. And both the paramilitary and Jammu and Kashmir Police seemed to have let their guard down.

"We don't know on what basis this input was given, if it was given at all. There has been no large-scale exfiltration of militants," states Ashok Bhan, j&k inspector general of police (IGP), categorically. On the other hand, senior officials in the home ministry and the bsf stoutly maintain that infiltration of militants into the Valley had increased in the last month.
