According to state news agency Xinhua, the revised rules are aimed at streamlining Party functions but analysts see deeper implications.
Xi, who has led China for 13 years and is widely regarded as the country’s most powerful leader since Mao Zedong, appeared to endorse a move toward greater delegation of authority among CPC members. This has prompted speculation that he may be preparing for a carefully orchestrated transition of power.
Analysts told the South China Morning Post that the timing and nature of the new rules suggest Xi may be laying the groundwork for an “orderly” power handover. “These rules may be set up to regulate the bodies because it’s a key time for power transition,” one observer said.
Xi’s recent absence from the public eye—from May 21 to June 5—further fueled the rumours. His potential absence from the upcoming BRICS 2025 Summit has added to the intrigue, with some experts suggesting the Chinese leader may be stepping back to focus on broader strategic issues, while allowing others to manage day-to-day governance.
Victor Shih, a China politics expert at the University of California San Diego, noted that Xi’s move could reflect a shift in leadership style rather than an immediate exit. “It does seem that Xi might pay less attention to day-to-day details, which necessitates a policing mechanism to ensure that his policy priorities are still being carried out by lower-level officials,” Shih told SCMP.
The speculation also comes amid rising geopolitical tensions, including renewed trade friction with the United States. Former U.S. President Donald Trump recently warned of higher tariffs on Chinese goods, creating additional pressure on Beijing’s leadership.
While no official word has been given regarding Xi’s retirement, the recent moves suggest a subtle recalibration of power within the Chinese political hierarchy—one that could have far-reaching implications both domestically and internationally.
