At a state health and human services department, he implemented intelligent fraud and misuse detection workflows and real-time eligibility engines on the IBM Cúram platform. Automated “no-touch” processing handled over 55% of new Medicaid applications and 80% of renewals, enabling sophisticated income verification, electronic Change of Circumstance updates, and no-touch denials for unverified claims. The system enrolled over 215,000 applicants in the first 18 months and eventually served 700,000 Medicaid recipients statewide, driving 20% cost savings and faster compliance across county offices.

At the NYC Department of Homeless Services, Saurabh led the architecture of a user-centric front-end for the Income Savings Plan under DHS Cares. Using Angular, Java microservices, and IBM Cúram, he transformed legacy workflows into scalable, secure systems. CI/CD pipelines and strong performance frameworks streamlined delivery and elevated software quality, demonstrating how technical leadership accelerates high-impact government initiatives.

He champions a platform-centric strategy, embedding productivity engineering and reusable frameworks to accelerate onboarding and standardize architecture. “Teams were rebuilding the same CI/CD pipelines repeatedly,” he explains. “I built templates and developer platforms that cut onboarding from weeks to hours.

A standout example is a finance platform on Azure unifying Spring WebFlux services, Next.js front ends, and automation pipelines. Contract processing dropped from hundreds of hours to under three, replacing legacy RPA bots and earning internal innovation awards. “You can’t scale outcomes without shared tools,” he notes.

Governance and compliance often block innovation in regulated environments, but Saurabh embeds security from the start. He developed automated security workflows using Azure’s native tools, RBAC/ABAC models, multi-factor authentication, and logic app-based compliance scanning. The Azure compliance approval process enabled SOX and audit clearance months ahead of schedule, earning him recognition for his expertise.

Additionally, in public safety, his architectural decisions have substantial impact. A crime data warehouse powered by IBM WebSphere and OmniFind transformed static investigative systems into real-time search platforms. Detectives could access intelligence instantly, changing how investigations were conducted. Similar intelligence platforms replaced outdated mainframes in state and federal agencies, improving efficiency and restoring trust in public services.

He stresses that automation is an accelerator, not a replacement for human oversight. His cloud-based expense management suite used Azure AI Document Intelligence to extract, validate, and classify receipts, integrating them into downstream workflows and transforming manual entry into a near-real-time automated process. These systems succeed when automation is grounded in a clear understanding of existing operations.

Modernization continues to evolve as organizations adopt Internal Developer Platforms, GitOps workflows, and self-service cloud environments. The shift is toward modular, composable architectures that can adapt over time. Rather than removing legacy systems outright, many institutions are reframing them to enable incremental modernization without disrupting critical services.
