A web site, which describes itself as "an unofficial but comprehensive website of CPIML (Peoples' War)", has carried the following warning:

"Death Warrant

By the Suppressive actions of the comprador State Governments of Andhra Pradesh, Jharkhand, West Bengal,Bihar, MP, Chattisgarh, the respective comprador Goverments have virtually signed their own Death Warrants.Buddhadeb Bhattacharyya, Chandrababu Naidu, Babulal Marandi shall perish. Peoples' War gives a call to allrevolutionaries to take up arms and join the struggle for emancipation. Death to Buddhadeb Bhattacharyya,Chandrababu Naidu, Babulal Marandi. Long Live revolution. Inquilab Zindabad."

This warning was noticed on October 4, 2003. It is not known when it was mounted on the web site -- beforeor after the recent unsuccessful attempt on the life of Shri N.Chandrababu Naidu, the Chief Minister of AndhraPradesh.

The various Marxist-Leninist/Maoist groups of India have generally been very citical of Shri Naidu and hispolicies. They often project him as:

A "lackey" of the World Bank and international capitalism, who has been carrying out theanti-poor policies dictated by them.

Anti-poor. They accuse him of reversing the pro-poor measures of the late N.T.Rama Rao, former ChiefMinister of Andhra Pradesh, at the bidding of the World Bank.

The head of a "fascist" government which has been following repressive policies.

An opportunist, who now tries to project himself as pro-poor as the next elections in his State approach.

A statement attributed to Ramakrishna, Secretary, AP State Committee of the CPI (ML) People's War last yeargave an indication of how the PWG views Shri Naidu and his policies and why it regards him as an obstacle toany meaningful talks for a political solution to the problems of the people. It said:

"For Chandrababu, who is determined to implement the policy dictated by the World Bank, the effortsfor talks are not palatable. The issues that will come up in the talks like land problem and democratic rightsare those that cannot be resolved by Chandrababu, who is bound to the World Bank conditions. In Chandrababu'sagenda, there are only issues like the corporatisation of agriculture, creating opportunities for capitalinvestment by imperialists through making provision for profits and guarantees and in the process increasingarmed forces which will suppress the voices of people agitating on democratic issues. In one word, mortgagingthe state to imperialists, he is prepared for suppressing any struggle or forces that resist this. We say thatChandrababu Government is adopting a fascist approach to implement policies favourable to imperialism. Wedeclare that, in Chandrababu rule, there is a danger of there being no space even for lawful, open democraticmovements."

According to the media, the outlawed People's War group disseminated a four-page statement in Telugu onOctober 3, owning up the responsibility for the assassination attempt on Shri Naidu. It reportedly threatenedthat it would continue targeting politicians, police officers and others for 'working against the interests ofthe people'.

The statement, according to the media, termed Shri Naidu a 'dictator and a despot' and accused him of"implementing the World Bank agenda of globalisation and privatisation and pursuing anti-people policiesto please the World Bank bosses."

The PWG is reported to have said that those who attacked Shri Naidu belonged to the People's Guerilla Army."The attack was conducted as per the wishes of the people who are reeling under the impact of WorldBank-dictated policies of the government," it claimed.It also reportedly accused the police and the NaiduGovernment of killing more than 1400 Naxalite cadres in fake encounters since 1996.

Neither the Co-Ordination Committee of Maoist Parties and Organisations of South Asia (CCOMPOSA) nor theRevolutionary Internationalist Movement (RIM) has so far commented on the attempt of the PWG to kill ShriNaidu. Generally, they avoid commenting on the individual operations of their constituent units.

It publishes from London a bi-annual theoretical journal called "A World To Win ".

The Islamic jihadi terrorist groups were among the first to start making a systematic use of the Internetand the World Wide Web (WWW) not only for disseminating their views and seeking public support for theircause, but also for communicating with each other and for maintaining the morale and solidarity of theircadres and for networking with like-minded groups in other countries. The largest number of terrorist websites in the world today are run by jihadi groups, which have no scarcity of funds due to the large-scale flowof money from non-governmental and governmental sources in Pakistan and Saudi Arabia.

In recent months, the ideologically-oriented terrorist groups, though financially not as well-endowed asthe jihadi groups, have also been trying to use the Internet and the WWW for similar purposes. It is importantfor the Government of India to create in its intelligence community an effective capability for cyberintelligence and cyber counter-intelligence.

Cyber intelligence refers to the collection of intelligence through systematic monitoring of the use of theWWW by the terrorist, extremist, criminal mafia and other anti-national groups. Cyber counter-intelligencerefers to penetrating them through the WWW for neutralising their activities.

In the wake of the report submitted in September 2000 by the Special Task Force on Revamping theIntelligence Apparatus,headed by G.C.Saxena, former Governor of Jammu & Kashmir (J&K), the Governmentof India is reported to have set up a new technical intelligence (TECHINT) agency to focus on TECHINT tasksnot hitherto undertaken by any of the existing intelligence agencies, without disturbing the existing TECHINTset-up in the intelligence community.

The new agency, which has recently been set up, should focus on creating the required cyber intelligenceand counter-intelligence capability, if this has not already been done. This is a task, which needs urgentattention.
