Some Fish In The Net

The first arrests in Mumbai came on July 17 when three persons—Kamal A. Ansari and Khalid Sheikh from Madhubani, Bihar, and Mumtaz Chaudhri from Ghansoli in Navi Mumbai—were booked. All were charged with Sections 302, 307, 324, 325, 326 and 436 of the ipc; not under the more stringent Unlawful Activities (Prevention) Act. Sources say the UAPA calls for physical evidence, which the investigators are still tracking. The theory is that there were/are three modules involved—one harboured the bombers, a second that made the bombs and then the unit that placed the seven bombs. The arrests mainly comprised the first module. The ats can claim a breakthrough only when all modules are busted and the modus operandi known.
