The University Grants Commission (UGC) announced that foreign universities can soon set up their domestic campuses in India, suggesting an overhaul of the country’s higher education field. The UGC also unveiled a draft regulation for the same which is presently open for public feedback.
The National Education Policy (2020) had recommended that foreign universities be allowed to operate in the country. As per the draft regulations, after getting approval from UGC, the foreign educational institute can decide its own fee structure, and provide full or partial need-based scholarships sourced from endowment funds, tuition revenue, alumni donations etc.
The approved foreign institutes will also have the autonomy to recruit faculty from India and abroad, as well decide the salary structure and other terms of service.
UGC’s regulations has also mandated that the institutes should have adequate financial resources for establishment and operation of its campus in India.
Presently, some foreign universities have tie-ups with Indian counterparts that allow for dual degrees, with partial study in India and remainder in the foreign university’s campus abroad. However, the new move will allow foreign institutions to set up shop without domestic partners.
The central government is pushing for a renovation of India’s education sector that has been heavily regulated thus far. The new move is also aimed at making India a leading global destination for higher education.
