I am happy to learn that all the parties stand together to support the stepstaken by the Government to fight terrorism. In regard to the recent incidentwhich took place in the Parliament House, Delhi Police deserves all applaud forthe manner in which it has exposed the entire plot. We must express a sense ofsatisfaction over the duties performed by the Intelligence Agency, Police Forceand CRPF personnel. There is a difference of opinion on this issue as on the onehand it is being said that terrorism is not being curbed or checked and on theother hand when something happen or some incident take place, they say, no stepis being taken. Further it is being said why no action has been taken or thereshould be some legislation to check the terrorism. But now when the process ofenacting a legislation is on, the opposition is not allowing it to pass.

The masses of the country want that action must be taken. We also agree tothe view that the Opposition and the other allies must be taken into confidencebefore taking any action. A law is required to confiscate the funds of theterrorists and also to seize their arms. Shri Mulayam Singhji has said thatseveral terrorists are hiding in Delhi. Several people come to Delhi and othermetropolitan cities. There are also criminals and mafia among them. A nationalregister for citizens should be there to identify them. When this plan waspresented, the Opposition parties raised a hue and cry. It was said that entryof people into Delhi was being prohibited.

Today, about four to five lakh Bangladeshi intruders are living in Delhi. TheOpposition raise a hue and cry on the issue of their identification andrepatriation. The Government should think over this issue seriously. ShriAdvaniji had once said that work permit or red card could be issued to themafter their identification. But this was also opposed. I may mention thatidentity cards are issued to the people living in the villages on the bordersbut it is being opposed when there is a talk of implementing it in the entirecountry.

Shri Mulayam Singh has mentioned about madrasas. The Government ofPakistan is banning madrasas in Pakistan itself. The ISI people arehiding in madrasas situated in Uttar Pradesh along Nepal border. Thefundamentalists are being produced there. Today terrorists are being helped inthe name of human rights. There is a provision in POTO that if an officerdeliberately or under any conspiracy frame a case against any innocent person,action should be taken against him. An impression is being created regardingPOTO that if it is passed, the country could be in jeopardy. The hon. PrimeMinister is seeking views of all parties on this issue. The law like POTO isrequired in the country under present circumstances. I would like to appeal thatall the parties should strengthen the hands of the Prime Minister in view of thesentiments of the masses and realising the prevailing circumstances so that hecan take such appropriate action required to combat terrorism and to teach alesson to those who patronize terrorism.
