Except for Shibu Soren (JMM) and Prem Gupta (RJD), the much awaited reshuffle was a Congress affair, with Aiyar losing Petroleum to Deora, and none found good enough to replace Natwar Singh as EAM. The youth? Perhaps it can wait..
