'Commission Constituted With Mala Fide Intention'

DMK chief M Karunanidhi today said he decided toboycott the Justice Raman Commission of Inquiry to probe the alleged policeexcesses during his arrest on June 30 as it was constituted with "malafide" intention of protecting the erring police officers and was only tobuy time not to punish the guilty.

In a statement, he said the commission was intended todivert attention of the people from the main issues of fundamental and humanrights.

Karunanidhi alleged that instead of registering casesagainst the police officers involved in the attack on him and Union MinistersMurasoli Maran and T R Baalu and bringing them before the court, the Governmentwanted to protect the officials.

The Government's action in hurriedly registering a caseand arresting him without conducting an investigation into the charges madeagainst him indicated the existence of a "jungle raj" in the state, hesaid.

Referring to the 1994 judgement of the Supreme Courtregarding arrests and the rights of the persons being arrested and quoting otherorders, he said the question was whether the police officers had followed thejudgement and these orders while arresting him.

Karunanidhi said all rules were violated when he wasarrested and to constitute an inquiry commission at this stage was only anattempt to divert people's attention from the basic issue of rights.
