Appropriate action under law has been taken against those who were involved in cases of waving ISIS and Pakistani flags in Jammu and Kashmir, the minister said.
The proposed bill will be on the lines of a legislation seeking capital punishment to those convicted of raping girls below the age of 12 years, he said.
"Hon'ble Prime Minister has stated that the state governments must deal sternly against anti-social elements that create violence in the name of cow protection," Hansraj Gangaram Ahir said.
