Calamity-Hit Odisha Seeks Funds Under Schematic Assistance

Ravaged by cyclone Phailin and subsequent floods, Odisha government has sought Rs 7,769 crore for medium term reconstruction activities to be carried out at its calamity-hit districts, official sources said today.

The state government in its memorandum to the Planning Commission sought an additional Central assistance under the schematic assistance, they said.

"We have submitted the medium term reconstruction plan at the Planning Commission yesterday," a senior official said, adding, that the state government was preparing the plan under the supervision of Development Commissioner I Srinivas.

This was the third memorandum of the state government after the cyclone and floods. It had earlier sought Rs 4242.41 crore towards damages due to cyclone and another Rs 1590 crore for floods from the NDRF (National Disaster Relief Fund).

Taking all demands together, Odisha has so far sought Rs 13,601.41 crore towards damages done in the twin calamities.

In the latest memorandum, the state has elaborated on schematic assistance in detail about several Central schemes being implemented in the state, sources said.

The Centre has been requested to enhance the funding beyond the state's quota, considering the largescale devastation inflicted by cyclone Phailin and floods, they said.

The calamities, which struck almost half of the state, have dealt a severe blow to Odisha's economy, the memorandum said, adding, that the schematic proposes another three lakh houses under Indira Awas Yojana entailing a cost of Rs 1715 crore.

Rs 166 crore has been sought under the Sarva Sikhsha Abhiyan for repair, reconstruction, restoration of classrooms, procurement and supply of textbooks, laboratories, toilets in 4,685 schools having classes upto VIII.

Similarly, the state has sought Rs 210 crore under Rashtriya Madhyamika Sikhya Abhijan (RMSA) for 1135 affected high schools, Rs 219 crore for repair, reconstruction, restoration of kitchen, dining halls and equipments required for Mid-Day meals, sources said.

Besides, for restoration of institutes built under the District Institute of Education Training (DIET), the memorandum has proposed an estimated cost of Rs 4.5 crore.

The Planning Commission has also been requested to sanction Rs 1400 crore for construction, repair and restoration of about 3,000 km roads under Pradhan Mantri Gram Sadak Yojana.

In the proposal, the state has sought Rs 1,233 crore for construction of 3,400 overhead tanks under central pipe water scheme.

This apart, the state has sought Rs 50 crore for repair and restoration of Berhampur University, Khallikote College and Women's College in Ganjam district and Rs 2.70 crore for restoration of damaged assets and compensation to artisans in the handloom sector, sources added.
