Shouldn’t your ministry put in place a techno-legal regime to ensure builders don’t make false claims of earthquake-resistant buildings?
Our ministry doesn’t deal with bylaws or construction. Our job is to set up the data infrastructure, mapping, microzonation etc. We can check out whether a building is safe from an earthquake of 7.5 magnitude. But we are not in the business of urban development.

The bylaws are there, the BIS codes were revised in ’02. But they are flouted. Why?
Remember, enforcement is also partnership. If the civil society is not going to partner with you, how are you going to enforce the laws? There has to be responsibility at both ends. We have to inform people that if you construct a house of this nature, it’s like committing suicide. It is likely to collapse in the event of an earthquake. Then please don’t blame the government, because yours is a private enterprise. Suppose you’ve built such a house and you want to retrofit it, then can the government spend money to retrofit the house? What the civil society is...
