The official spin is that the October 1 fidayeen attack on the j&k secretariat, which claimed 38 lives, may prove to be a major setback for the militant groups in the state while lending credibility to India's diplomatic thrust against Pakistan for fomenting terrorism in Kashmir. But for the people of the Valley, Black Monday is a grim reminder of just how far the state is from any semblance of a peace process. It also exposed gaps in the intelligence and security systems in a city vulnerable to terrorist strikes.

But more than the toll, what shocked Srinagar was the blatant nature of the attack and the fact that the four-member suicide squad made no distinction between the security forces and civilians. The past two years have seen assaults on military installations, army convoys and patrols, a police camp and control room and several bunkers. But civilians were generally spared.
