ASI (Archaeological Survey of India)
This storehouse of information and expertise on conservation is inaccessible to outsiders. Reacts sharply to criticism. Refuses to accept that it's time for organisational change.

Jagmohan (Union Minister, Tourism & Culture)
Considered by the conservation community to be a man of action who is willing to sacrifice scientific techniques at the altar of efficiency and speed.

The Academics
An assortment of independent thinkers, from Delhi's A.G.K. Menon and Nalini Thakur to Mumbai's Rahul Mehrotra and Ahmedabad's Debashish Nayak. Each has his/her own thesis.

People's Initiatives
Small NGOs and citizens' groups like the Bombay Action Group and Baroda's Heritage Trust create avenues for heritage awareness and appreciation. A mix of public-spirited citizens, society elites and conservation experts who are often accused of misdirected passion.

Intach (NGO)
Often works with the government, but its functioning is encumbered by internal bureaucracy. Accused of being a fence-sitter by the academics, and of not being proactive enough by the government.
