If grades 1 and 2 are part of the foundational stage and located in an Anganwadi, then who would be teaching in grades 1 and 2? Also, when there is no acknowledgement or mention of an extension of the RTE act, covering children in the age group 3-18, then the meaning of universalisation of school education becomes ambiguous.
