What will be the implications if members press for division?

The Government need not go. It is essentially and certainly a censure motion. Constitutionally speaking, the Government need not resign. But there is always a moral implication. The Government will go only when it is defeated on a money bill or a no-confidence motion.

How do you view the allegations against the UP governor?

According to the Constitution, the governor has to report to the Union Governm -ent, which means the President. Obviously, the governor can't report to the President on day-to-day affairs. Therefore, as a normal practice, the governor has to report to the Home Minister because law and order comes directly under that ministr y.
