From the day India's additional solicitor-general turned up in London last month, the Quattrocchi saga was always going to be more a case of law than of justice, in fact, of using law to trip up justice. Ottavio Quattrocchi was reunited with his frozen millions, but the flip side was that the CBI ended up as the losers through the government action, as the man they had closed in on has perhaps already laughed his way to some other, probably Swiss, bank.

That the CBI has been announced to be a party to the decision to drop the case against Quattrocchi, because that is effectively what this action means, flies in the face of strong evidence that the agency presented against him in 2003. That evidence was considered good enough by the Crown Prosecution Service (CPS) to argue the case for India; something it will not do just automatically. The high court in London passed the order freezing Quattrocchi's accounts; that order was then confirmed by a sitting judge of the high court. And when Quattrocchi appealed against that order, a three-judge bench of the court of appeal...
