BIJU Patnaik's 'pot of lobsters' analogy has come alive for the United Front Government a little too soon for comfort. The post-Budget euphoria drowned in a din of sharp official exchanges sparked off by Union Home Minister Indrajit Gupta's observation about growing "anarchy, chaos and destruction" in UP—and its subsequent rebuttal by state governor Romesh Bhandari. A sharply divided House this week will vote on the motion pushed by BJP deputy leader Jaswant Singh for the recall of the governor, if he is not eased out before that.

There really seems to be no threat to the Government. The UF crisis managers have honed a strategy to ensure the motion is defeated. The Left parties, including the CPI, have decided to oppose the motion—their reservations against Bhandari notwithstanding. The Congress, the second largest party in the Lok Sabha after the BJP, can hardly afford to vote along with the right-wing party. Also, as Lok Sabha Speaker P.A. Sangma points out, constitutionally, the Government need not resign even if it fails to defeat the motion since it does...
