FOR years the Shiv Sena has managed to get away with forgetting missives from the Election Commission (EC) directing the party to hold organisational polls. This time, with general elections ahead, the Shiv Sena cannot afford to ignore the EC's threat of derecognition. But unlike other parties that have been bullied into conducting internal polls, the Sena cannot react immediately. Its reason: constraints due to a lack of inner party democracy. It has a leader for life—Sena chief Bal Thackeray—who dictates the party line.

Unfortunately for the Sena, the EC does not buy excuses like a party constitution that does not provide for organisational elections nor for concepts of a monolith structured around the leadership of one person. A delegation of four Shiv Sena MPs who met the commission early this month were told that the party should amend its constitution and hold organisational elections. "They said it is necessary to hold elections now. We have to respond to this," says Mohan Rawale, one of the four MPs.
