Rights Panel Orders Probe Into Death Of Key Witness

In a significant development, the Maharashtra stateHuman Rights Commission has ordered a suo moto inquiry into the mysteriouscircumstances in which Keki Balsara, a key witness in Gulshan Kumar murder case,died at the police headquarters here on June 26.

The commission has served notices to state ChiefSecretary V. Ranganathan, Director General of Police Subhash Malhotra and MumbaiPolice Commissioner M.N. Singh asking them to explain in an affidavit under whatcircumstances Balsara died.

The respondents have been asked to submit theirstatements by this evening.

The commission has asked Ranganathan, Malhotra andSingh to send their replies along with a copy of post mortem report.

The notices are signed by commission's secretary GorekhMegh. The commission is headed by Justice Arvind Sawant, former Chief Justice ofKerala High Court.

Balsara died on June 26 in a toilet of the policecommissionerate where he had allegedly been summoned by an officer in connectionwith the Gulshan Kumar murder case.

While the police claimed that he died of a heartattack, his family members say the circumstances in which Balsara died wereshrouded in mystery.

Meanwhile, Balsara's brother has filed a petitionbefore the commission saying that the deceased was innocent and had nothing todo with the Gulshan Kumar murder case.

The commission has ordered the suo motu inquiry undersection 12(a)(i) of the Protection of Human Rights Act, 1993. (PTI)
