Former Army Chief Gen V K Singh has accused Army Welfare Housing Organisation of forgery and perjury after the latter allegedly changed the date of a consumer forum order to file an appeal after stipulated time.
Delhi Police has now filed a case under sections 469 (forgery) and 471 (using forged document as a genuine) after receiving his complaint against two officials of
AWHO, a senior police official said here today.
According to Singh, the Delhi State Consumer Disputes Redressal Commission had issued an order on January 20, 2009, directing AWHO to pay him Rs 75,000 within one month from the date of receipt of the order, which was issued to both the parties on March 18, 2009.
However, AWHO filed an appeal with National Consumer Disputes Redressal Commission on September 22, 2009, Singh said in his complaint.
"Since the time limit of filing the appeal is 30 days, the appeal should have been filed before April 18, 2009. To facilitate the admission of the appeal in the National Commission, the date on the copy of the order submitted by the AWHO along with the appeal was altered from 18/3/2009 to 18/8/2009 by making the figure '3', written in ink, to figure '8'.
"This was done on the first and last page of the order... I brought this anomaly to the notice of Registrar of National Commission. In response to a query from National Commission, the Delhi Commission confirmed that the order was dispatched on March 19, 2009 and received by AWHO on March 26, 2009," he claimed.
