We should worry how the constitution views this not the government. Governments have been raping the constitution when it comes to teh issue of reservation. While Congress trying for Muslim reservation thrice in AP and now once at the centre, with sustained propaganda it won't be long before 'Dalit Muslim' becomes a part of our mainstream discourse followed by a constitutional amendment. Then conveniently, the whole nation will develop amnesia about the constituent assembly debates.

The government had no reason to take a stand on it because of the way the constitution was written. It says, " Notwithstanding anything contained in paragraph 2, no person who professes a religion different from the Hindu 5 [the Sikh or the Buddhist] religion shall be deemed to be a member of a Scheduled Caste”.
Thanks for the info. If there is no documentation of dalit muslims, it makes no sense to offer reservations to them-because they are non existent.
