Because in China Top Scientists are made the scape Goats to protect the IAS Lobby ,Ministers and PMO .Here Manmohan wants us believe that only 5 scientists decided about Antrix Swan Deal .What were the Ministers,Secreatries doing many mnay presentations and discussions on the issue about the Contract ? Enjoying samosas , tea and snoring thereafter ?

And ISRO is directly under the control of PM and his Deputy Narana Sawmi .What you both were doing ??

Dr. MMS has the power and the mandate to make India the 21st century powerhouse. Fund our national labs generously(8 billion is nowhere near enough, when a single chip fab can cost billions of USD.). Insulate them from political interference. Have plenty of patience; results do not follow election cycles. Priortizing certain types of research is very self-limiting. Use the R&D to produce intellectual property which can be traded for the kind of IP that the country needs.
