On the whole, Baruah covers political developments in Pakistan objectively and comprehensively, bringing out the pernicious role of the army in Pakistan’s national life, and recounting important events like Vajpayee’s visit to Lahore, the Kargil conflict and the hijacking of IC-814 to Kandahar. These constitute a useful record of an eventful period. But his account of Kargil appears to ignore the fact that Kargil was both a military and political disaster for Pakistan—something even their analysts admit.

(The author is a former Indian high commissioner to Pakistan.)
