With CAG auditing only 10-15 per cent of the instances, the scam is gigantic. It is curious how after a brief report on one English channel, the story was ignored. As the first scam of 2013, it deserves to be probed thoroughly, unless there is collusion between different parties. Not even “rural affairs editors” seem keen.

Are all CAG officials honest (How to Waive Crores Goodbye, Feb 11)? I have paid off two CAG audit teams, on demand of course, and under compulsion. They also demand free food and lodging. I pray Outlook undertakes an investigation into the activities of CAG officials too.
Not Surprisingly, None of the Congress' Media outposts have raised this huge Scam, so far.
Though Oppn is in a fix to oppose or not to oppose yet another Populist Largesse by Congress, BJP should counter DCT, by making parallel with this Scam

Another instance reminding us firmly that we live in an absolutely corrupt society and all government servants are corrupt to the core.
In post 6 I meant waive instead of wave, though there is no practical difference other than the spelling.
The heading of this article should be changed to "Creating ways of swindling money". Every time we do something, we pay some kind of tax or another. We start our day and end it too brushing teeth; all activites sandwiched between these two acts, the state collects taxes on everything we do as consumers. We pay tax on toothpaste,soap and water, on the stuff that goes into breakfasts, on petrol, diesel, electricity and almost everything we can think of, except probably the air we breath, which, thankfully, has evaded the taxman's net. The people of India keep "waving goodbye" to crores of rupees every second and we have absolutely no say on what happens to it. We don't need to be told how to "wave goodbye" to our hard earned money.
Many years ago, the Magsaysay winning journalist, P.Sainath, had written a book called "Everybody loves a Good Drought", in which he shows how creative our politicans and bureaucrats are during droughts-not creative as in how efficiently they spend the funds but in how creatively they siphon away these disaster relief funds.
Each time the Government announces a special package, these vested interests gleefully rub their hands inanticipation. Unless we wage an all out war on corruption, we have to keep waving good bye to all our dreams.
kudos to 'Outlook' for taking the farmers' issues for cover-story.The CAG initial findings on anomalies shows how the intended beneficiary was 'driven out' during implementation.The scheme hardly provided any role and power to the farmer in the identification and execution of the scheme.The scheme relied solely on the discretion of the lending bank for the preparation of beneficiary list and grievance redressal mechanisnsm,that is evident from the following provisions outlined in the scheme 1-'The list will be prepared by the bank,put on the notice board and the debt is waived' 2-'If a farmer has a complaint,if his name is not the correct list or his name not in the list at all he can give a complaint to Bank or Grivance Redressal Officer.Every bank has been asked to appoint as many grivance redressal officers as necessary'.
So the banks were made all powerful for the execution of the scheme without any check and balances at the local level.The farmers represented their complaints at the lending banks but went unnoticed.Now CAG pointed out the lack of monitoring system at the apex level too.There was a perception among farmers that the loan waiving scheme is for the banks and not for the farmers.The CAG report confirmed this perception and further enquiry will prove that how this scheme was tempered by banks officials in collusion with some selected beneficiaries.
Whenever such schemes are announced except a scam. Loan waivers are moral hazard. Everybody then gets infected with the get rich quick mentality
I wonder what Congress regime is cooking up the the 2014 election. It has to be a bigger and better load waiver. Simplest method in the world

Why does the media not do a write-up about that?
If farmers went to pay their loans, on a given date, they must be told that they are not borrowers to the govt. That is what every official in the region must be told.
