I fully agree. Assuming that the PM and all the CM's are adults, the hurdles in the path of NCTC must be expeditiously resolved.

 B Raman deserves compliments for contributing this deeply analytical article.Maoists' threat is a regional manifestation of the pan-India threat of terrorism. Chidambaram is a copy cat of the USA for introducing the concept of NCTC..This is an infringement of India's federal structure and the Constitution of India. The answer lies in effective sharing of intelligence between the States and the Centre and a co-ordinated approach devoid of politics.
