The Tatra Sipox-BEML deal was inked in 1997, when Deve Gowda was PM and Mulayam Singh was defence minister (“He said sir, yeh kya kiya”). Was this the deal son Kumaraswamy was pitching before he was hurriedly removed from the mound?

Without political blessing how can this kind of corruption openly happening indefense ministry?I think defense ministry is holly cow for political funding for rulling party.India is highest purcheser of  arms equipments inthe world because we are not manifacturing even small arms equipment in IndiaOne atomic energy  equiped  submarine caost rupee  four to five thousand corors.even 1 p.c.commistion agent earned how much you to count

Brig.I.M.Singh must be interrogated by CBI.

The corruption in defense ministry seems to have gone to the level of  "no shame , no fear" stage generally attributed to sex workers. What a shameful situation !!

The indegenisation process has been blocked by a poweful lobby in the defense ministry and relevant army departments. The arms importing lobby is very powerful  infact super powerful.

God alone should save this country.

 1n 1986, when the original MoU was signed it was decided in writing that there wil be transfer of technology to India. But the collapse of warsaw countries leading to creation of Solvakia and Czech caused problems in fully execution of the said contract as the company was having production units for different parts in two countries now. Taking advantage of this, Gr8 Rishi and company created a name sake Tatra Sipox (UK) and convienced the fools of BEML to understand that they were real Tatra and entered into an Agreement. Inspite of the fact Tatra Czech was repetedly asking BEML for direct purchase. In new contract with fake Tatra there was nothing abouth transer of technology in specific. When the BEML asked for transfer of tech. Rishi said anything excpet axels... which was Trade mark of tatra and is now made by another company TANAX (not Tatra)... so why this fact was never brought out by BEML... was there any approval of Govt.... (Answer is NO... even govt and Army were kept in dark by the cunning Natrajan.. who ... the rummour machine says had paid 16 Cr. to become CMD. Another intresting fact is that in 1997 Devegoda was PM of India... Was his son indicating the same Rishi as one who had offered bribe, from which he retracted later... remember base of Deve Goda is Bangalore and BEML is also in Bangalore...

There's the truth from Brig I. M. Singh! He was about to expose the racket of the Army paying big money for sub-standard equipment. Solution: transfer him to another post where he cannot do much damage. Problem solved.

In the wake of the Bofors blow-up and acknowledgement of the tightening grips of the arms lobbly, there was a pressing need to balance transparency in defence procurements against bureaucratic delays. Post 90s, it was an unspoken norm to allocate the Defence Ministry to someone with impeccable honesty. George Fernandes, Jaswant Singh, Pranab Mukherjee and AK Antony have been the most illustrious and honest MPs to man the Defence Ministry. 

With barely any capabilities in indigenous defence technologies, India has no choice but to import most of its defence needs. These are stringently governmed by IPs, transfer of technology agreements, international relations/ pacts, vendor check, non-disclosures etc. In large deals, the govts also get involved in lobbying for the companies from their country. The arms lobby help navigate many of these issues that a government or the executive cannot. They also allow the govt to fire from shoulders, when needed. In many ways, this is a path difficult to avoid. Then, there are scoundrels that exploit this gap to make it big. George Fernandes challenged the status quo and soon found himself struggling to hold the post. Those who followed him chose to remain mum. AK Antony is so possessive of his squeaky clean honesty, that he even refused to acknowledge the issue.

Traditionally, the government and opposition has always presented a united front when it came to foreign affairs. It t is high time that this was extended to defence affairs as well. That alows the government of the day to be ruthless with those who mess around with defence procurements. They are worse than terrorists.

One must thank general for his wisdom that he brought out corruption details of a normal equipment with no strategic significance and which does not divulge details of our armed preparation or planning. Surely he would have been offered / would have detected bribe taking on a larger scale in real deals which matter more but he achieved his purpose of highlighting graft in army without jeopardising national interest...hats off to you Mr Singh

' Gen VK Singh stalled BEML's 1,000 truck order in 2010

NEW DELHI: Bharat Earth Movers Limited (BEML), which is in the eye of the storm kicked up by the Army chief's claim about a Rs 14-crore bribe offer, was preparing to supply 1,000 Tatra trucks in 2010 when General V K Singh stalled the entire acquisition.

Sources said BEML, the Bangalore-based defence PSU, had on the assurance of the then Master General of Ordnance (MGO) of the Army in 2010, had taken "advance action" for supply of 1,000 Tatra vehicles. All these vehicles were to of 6x6 and 8x8 variants.

The last order for Tatra trucks were placed with BEML in March, 2010, a few days before Gen VK Singh took over as the Army chief on March 31.
The last order was for 788 vehicles out a total projected requirement of 3,296.While the last order was placed by MGO Lt Gen Vinay Sharma, his successor told the BEML that there was no requirement for new vehicles to be acquired from revenue budget.
The Army is presently processing the global competitive tender, which could take several months to complete. '
