After some initial resistance, Indian industry accepted the challenges thrown up by liberalisation in the early nineties and is now able to compete both at home and abroad. Public institutions of governance need to do the same. No one should take a return to a high growth trajectory for granted, especially when many parts of the world may now be moving, almost structurally, to a prolonged period of much lower growth.
